I share different data with outside organizations. Should I setup a Base for each organization? If so, how would I track activity globally among all of the organizations in the same workspace?

Multiple bases cannot communicate with one another.
You could create a different base to share with each different client, but the different bases wouldn’t be talking amongst each other.
If you moved everything within one base, you could use an external tool like Stacker to restrict which tables/records/fields people are allowed to see.
