Track Duration Each Year

Hey experts, I am trying to track the duration of a field each year. I have members who complete 4 hours of volunteer event-hosting each year of their membership. I have a list of members with start and renewal dates linked to a table with the type, duration, and date of their event.

In the member list, I have used the Rollup function to sum the duration(s) of their submitted events.

Here is the rollup of the summed duration next to their renewal date.

Any ideas on how to mark that 4 hours are completed by the renewal date, and then restart the count?
