I have created a blank interface where submissions that come in to the "Requests" table are used as the basis for creating records in the "Jobs" table.
I've identified that the biggest potential for user error is not having the correct Job selected in the right-side dropdown. I'd like to limit the dropdown's selection to only Jobs that are linked to the Request that is selected in the left-side dropdown.
Nothing I've tried so far has worked. Any ideas?

Hmm, what if you added the record picker from the Request table instead? Then the available options will be limited to the ones linked to the selected Request, and as an added bonus they won't have to manually link them after that; created Jobs will be automatically linked to the request

Airtable gives a very small amount of control when it comes to limiting the selections in a linked record field based on another field.
This feature is called dynamic filtering in linked record fields, and you can learn more about it here.
However, the much more powerful way to completely unleash this feature is to use Fillout’s advanced forms for Airtable instead of Airtable for your forms.
Fillout is 100% free and it offers significantly more more power & control when it comes to dynamically filtering linked record fields.
Fillout also offers hundreds of features that Airtable’s native forms don’t offer, including the ability to update Airtable records from a form, display Airtable lookup fields & Airtable rollup fields & Airtable attachments & formulas on forms, and much more.
Hope this helps! If you’d like to hire an expert Airtable consultant to help you with anything Airtable-related, please feel free to contact me through my website: Airtable consultant — ScottWorld
