Ah...perhaps you could try removing everyone from the shared workspace and then adding them back to the bases they need manually
After that, create like 3 "spare" bases per user and invite them to those. That way each user will have 3 bases that only they have access to, and ask your users to contact you if you they need more bases. (The administrator of the Workspace will also have access of course)
