Voting for community

Hello! I need to establish a voting system for a small community. (A condo 200 people).
Need to vote for ideas how to improve our yard.
Track ideas, schedule votings, approve, set up projects.
I thought there should be services for voting and decision support, but surprisingly there is only one https://www.loomio.org/dashboard and it is pricy.
My idea is somehow set up a template with questions to vote and votes.
But the problem is - how to verify votes, because most people do not use Airtable, they use Whatsup and mail.

Make an empty table that has Rating fields for each of the things to vote on, plus fields for name, email and phone. Create a form view once that’s built, and share the link to the form via email, asking people to cast their votes. They don’t need to be Airtable users to fill the form.
