Hi Alex, I believe the minimum is 20 users to get hosting in Europe.

If you’re looking for a database app that will give you European hosting with only 4 users, you may want to look at Apple’s FileMaker, which is the most powerful, consumer-friendly database app on the market.

Apple lets you choose your hosting region (so you can choose Europe), and they require a minimum of just 5 users. You can see their pricing on this page.

I’d recommend speaking to a sales rep about it and see whether they can do anything for you; I’ve read stories of the minimum being lowered and it can’t hurt to ask!
