I want to create a table similar to this one in AirTable. What I can’t figure out is if there is a way to calculate between rows (records).
For example, looking at this spreadsheet, the calculation in “O7” is =IFERROR(L7/L6,0)
Is there a way to mimic the same kind of calculation (formula) in AirTable?

Calculation between records that are not linked is not possible in Airtable. You would need to copy the relvant value from one record to the other, or link the records together.
