Two table that need to be the same with one applying a filter

Thank you so much. I have two tables, one is Proposal, I need all records that meet my filter ("Proposal Accepted-CheckBox but I created a field for the numerical value). Tried to If Proposal Accepted= “1” but can’t get the records to create. The new record in Sales will need to be editable in the rest of the tables fields but not from those fields coming from “Proposal”. There is one record in the Proposal Table so you can see the information. I marked my notes and fields I am talking about in Red. I included a spreadsheet but pasted in case you don’t want to open the file.
