Need help getting started - game design, "automated" opponent

I’m trying to automate/randomize my opponent’s actions in a simulation game.
Imagine four types of troops. Let’s call them Infantry, Cavalry, Artillery and Support. EACH of these four types has a variation (let’s say normal, inexperienced and elite). Each ALSO has a combat stance (let’s call them Surprised, defending, bloodied and fresh), and further there is a weather effect on each of them (hot, cold, wet, windy.) I have a different table for EACH of these combinations and generate a random number (1:100) to determine what action the unit then takes (Main attack, manuever, special attack, retreat.)

I’d like to be able to automate this so I can “tell” my Db that I have an Infantry unit, elite, bloodied, in the rain, generate the random number, then spit out the result. I just can’t wrap my head around the initial design/setup of the Db! Any helpful suggestions appreciated.
