ISO Date in Prefill form and Email with Prefill link to approver not working

Hi

If I prefill Event Date using the following URL – It dose’nt populate the date in ISO Format. Please suggest.

Also I want to send the prefill URL to approver for approvals and I configure email automation the Prefill URL is breaking down to this? Please suggest?
