It seems that the number of lines that the view moves in a single "scroll-notch" from the mouse wheel is the same in any cell height.
This feels very unnatural (scrolling the same distance is expected, not the same number of lines).
With taller cell heights this means that the entirety of the lines that are visible are new lines after scrolling a single scroll-notch away, which leads to the worrying ambiguity of "what if I have scrolled past some of the lines" since you don't have any lines that are common to both positions that may serve as visual reference points.
The only workaround is to click on the scroll bar and drag it, which is not as ergonomic as having a proper scroll.
This has been somewhat mentioned in this other question from 2021 Adjust Mouse Wheel Scroll Sensitivity? which doesn't have a single answer.
