Someone needs to have "creator" access to both workspaces, at least temporarily. Then that person can drag the base from one workspace to the other. Sometime I use a third, neutral, free workspace where both parties are creators. You drag the base to the neutral workspace. Then the other person drags the base from the neutral workspace into his actual workspace. This way you don't have to expose any of your other bases to each other.
