I too wish there was a global rule, either per person or per base, that would only send out notifications if directly mentioned in a comment via “@”

Airtable auto adds a user to the “Watching comments” if they are mentioned in the comment stream, or if they comment. We should have the ability to set, per user, blanket notification preferences.
