Hmm, perhaps you could try creating a third table and link it to both the Defendant and Questions tables. You could then create one record per question needed for that defendant, and have a Number field where you key in the order number of that question
You could then use the Page Designer extension or some other third party document tool like DocsAutomator to create a document with the selected questions
