How can I set up my base to be used as an instruction manual of each task

Hi, 

I am trying to design two bases on Airtable for my team:

Base 1: Instruction Manual

Information: This base should consists of all tasks our team need to do throughout the year, which instruction and attachment.

Base 2: To-do tasks

Information: The tasks of this base should be synced from Base 1. In this base, each task will be assigned a collaborator, start and end date, task status, and team's comment. 

My current questions/roadblocks:

1. In my Base 1, ideally, there should be two tables of tasks - "standard" and "intensive". But I still want both tables to be synced directly into one table in my Base 2. 

2. In my Base 2, ideally, when I run a script of auto-updating the start and end date of each task, it can create dates of the following year, i.e., my team is currently monitoring the "to-do" and "in-progress" tasks (synced from Base 1) of 2023, but since all our tasks (both standard and intensive) are repetitive throughout the year, we would like to plan ahead say towards Q3 of 2023, we should be able to see all the dates scheduled for entire 2024 of the same task.

Greatly appreciate any input to make this work or how can I design the bases to do what I envisioned.
