How to add New options to Multiple Select option

We've been wrangling with this for some time. At first I thought it was a laptop vs iPad issue, but today I confirm that it is not - it seems like a bug. Appreciate anyone who can help, please. 

I created a dropdown selection in the Interface. And whenever I need a new option, I simply type in the new value and the Add Option comes up. However, my user does not have the add option.

can you confirm you have "allow users to add new options" set for the field?

Yes. That option is enabled

Editors are not allowed to add new options. Only creators are allowed.

Are there ways to allow more than one creator?
