List Levels in View vs Interface

I feel like I'm either being stupid or something odd is happening regarding LIST VIEWS.

In my Interface, I can add a LIST VIEW and add levels and it works fine.  My table has a Providers Table at the top, linked to Payroll Table, linked to Transactions.  works as expected.

BUT, in my Providers TABLE, when I add a LIST VIEW and try to add Levels, it ONLY shows the ability to add levels ABOVE, not below, like it does in the Interface.  There are no levels ABOVE, as Providers is the top. 

Why does this work fine in Interfaces but not in table views???
