what’s the point of the “personal view” since ANY collaborator can see it, it does not exactly seem “personal”. What would one use it for?

Personal views should be hidden from view for everyone except the person in question by default. I.e. if “Bob” wants to have a filtered view of all tasks assigned to him, he would make a personal view.
Additionally, “Mark” can’t come along and change the way Bob has set up his personal views after Bob has gotten them the way he likes.

It seems like it is personal especially for configuration:
Personal views is a premium feature (available on Pro and Enterprise plans) that allows collaborators with creator, editor, or commenter permissions to create views for which only the person who created the view can alter the view’s configuration. (In other words, if you make a personal view, only you can customize its filters, field visibility, field order, sorts, row heights, record coloring, and so on.) Personal views are also hidden from other collaborators’ view switchers by default.
Also, they are hidden in the selector by default (does this mean that in fact the View is not viewable to other users? If it is viewable, how? I’m curious now  ).
