We have an Airtable business account – it's our slow season so we're trying to save some money so I'm working on changing up our base design to be more forms-based.

One thing I'm curious about though – say I make an interface with a button that triggers an automatic, then I have a user with read-only access and an unpaid account.  I assume that they would not be able to push that button to run the automation, is that accurate?

Nope, read only accounts can't press a button that would run an automation in an Interface.  The button would appear unclickable and it'd say they didn't have the required permissions:

Remember that read-only users can always click on a button that triggers an automation in Make’s advanced automations and integrations, so your best bet would be to setup your Airtable automations there, and then everyone can trigger those automations.

You just need to start your Make automations with a custom webhook, and then you can give the user a custom webhook response in their browser window.
