How to get record list like the one in Project Tracker template?

Inside the Interface Designer, I've tried many ways to get this Record List from the Project Tracker template, but could not find a way. How do I get this? 

I have tried creating Record Review, but the behaviour is somewhat different. I tried creating from blank but the only option available is Record Picker. 

Appreciate your help and expertise. Thank you in advance.

We can't in new bases I'm afraid.  That layout has been phased out and we can no longer create new pages with it; the "Record Review" layout is the new one that replaces it

We can duplicate it though, so technically if we start our project with the template you mentioned we can just keep duplicating that layout everytime we need it heh
