Utilisation - Use this functionality outside of Peoject Template?

I saw the functionality below on a youtube video from earlier this year, and I'm wondering if there's anyway to implement it, without using the Project Management template? 

It looks like, from an assignee field dropdown, it gives you a before and after of that user's capacity if assigned to them.  Amazing!

Sadly, we're rolling our capacity up to Team level, as we have too many people to use it at the User level, but would love to see if this functionality is accessible outside of the template.

Also if anyone has an thoughts / ideas / implemented solutions for forecasting using the utilisation tool, I'm all ears!  At the moment, it seems there's no way to see how a project will affect overall business capacity without adding a full project loaded up with all tasks, etc.  I'd love a similar setup to the above where you'd be able to see the impact before committing it to the schedule ...

You can't get it to look completely identical to that, but you can get pretty close.

You just need to create a percent field — or a formula that is formatted to result in a percentage.

Then you can go into the formatting tab, and format it to display as a progress bar.

Then, you can choose whether you want to display the progress bar as a circle or a bar.

You can also set conditional coloring as well!
