Can I add a new record in an expand view?

If I am in this view, how can I add a new record? I don’t find any button to add a new record.

You can’t add records this way as you’ve discovered unfortunately.

I never noticed that before, but that would be a really great addition to Airtable. I would recommend submitting this feature request to support@airtable.com.
