Is it possible to create a publicly accessible Interface whereby access to a given record is based on a unique string that is entered in by the end user?

You can't do that based on a string. You can only filter records based on the currently logged-in user's email address (or their Airtable user account). So, if somebody is logged into Airtable, you can make it so that they can only see their own record (based on their email address or Airtable account).
An even easier way of doing this would be to use Fillout’s advanced forms for Airtable, which gives you a unique URL for each record in your base. When you give the person their own unique URL, they can click on that link and view/update their own record.
