I am having an issue with syncing to an Outlook calendar.
When I connect my Outlook account, I can see my calendars and calendars shared directly with me, however I cannot see a shared public calendar that my Outlook account is an owner of.
Am I missing something? Is there another way to sync to shared calendars?

Have you found a solution to your issue yet ? If yes, I'd be interested to learn how you fixed it.
If not, maybe I would check these few settings to eliminate these causes and then try again :
Check your Outlook calendar sharing settings to see if it is set to visible to all members.
Also check if you have given all the permissions to Airtable to access your Outlook calendars
