Why email is sent to the whole list in linked table and not just to the one that it's linked with?

I managed to sent emails from linked table. But now I ran into a problem. I have two linked tables, one for RMA requests from customers and another for a list of repairers with their emails. When I want to send a product to the selected repairer, I want it to be sent to an email that is entered in another table of repairers. This works, but many times it sends the same email to other emails that are in the same table (so it sends an email to the entire list of all emails in this table).
When I was working on automation, I used lookup field of the email address of the srepairer from the second table and sent the email from the first table (customer requests, because it is related to a specific product and customer). In the automation for the "to" field, there is no way I can select anything other than a "list" of emails.. could this be the cause of my problem?
I had sooo much trouble building the automation because in most cases it always gave me an error that "to" field is empty. Then when somehow I maganed to fix this error, automation still doesn't work properly.
Can someone help me please?
