HI, I am new to Airtable. I reached for my query before i am posting this in forum.

Let's say I have 2 records.

ID, Type, Item,FYxx_Total

1, Fixed,A,200

1, Fixed,B,100

1, Variable,null,0

As you see, ID is 1. When the user enters the FYxx_Total, the first and the second row shouldn't be editable. Meaning, user shouldn't have the ability to alter the numbers for the Type = "Fixed". The 3nd row, I want user to enter the data for this ID: 1.
is it possible to achieve in Airtable?

Sorry, This is not possible in the native Airtable interface.

What’s your ultimate objective? What is the workflow that you’re trying to achieve?

Locking a record based on the content on another within a table isn’t possible - but that’s not to say your workflow can’t be catered for with a different approach.
