How can I give users who don't have AT license, the ability to add/update/delete data?
1. Obviously I can build a form, but that only allows adding, but no update/delete.
2. With interfaces, I can build full access functionality, but it is disabled for non-licensed users, giving them only view-only mode.
What am I missing?

You aren't missing anything.
If you want people to be able to directly edit your Airtable data (including updating and deleting records) in an Airtable interface, you need to pay for them and they need Airtable accounts.
Another option is to use (and pay for) a third party portal. I list some third party portals here.

Fillout lets you update Airtable records from a form. Other than that, you would need to either use a portal like Kuovonne mentioned, or pay for your users to have editor access in Airtable.
