Missing the "add element" button in interface editor on IPad Safari

When I am on Safari on the iPad I cannot see the “add element” button on in the interface editor.  I can see this button when I access the same interface but using Linux/Windows.

Try hiding the Safari toolbar and see if it shows up.

I don’t think I can hide the toolbar? But I did try the compact tab bar and it still doesn’t show.
