Yes you can, you can add up to total 5 collaborators (creators or editors) in the Workspace on the Free Plan.

OK, thank you... but how do I do it?  I can't find the place to add collaborators?

There are several ways to do so. For example, you can click on the small downwards arrow beside the base and choose Share then send them an invite by email or create a link
