At the bottom of a linked record dialog box, a button shows, “+ Add new record”
Anyone know if there is a keyboard shortcut for this button?

No keyboard shortcut per se, but if you keep typing until no matching records show up, you can just hit return and it will automatically create a new linked record based on what you just typed.
