Lookup to show pull latest entry from one field into another table

I need to populate a field in a table using the latest form entry for a particular record. What is the easiest way to pull the latest information from one table into another table? See screenshots below:

Here is one screenshot with information from one table that I want to pull to another table. As you can see, there are TWO entries that are ratings for a certain project. I ONLY want to pull the “Final: Avg. Rating” field for the most recent entry for a particular project into another table. I have a Date Submitted column, as well as an Auto Number column.
