ON-ICON push-notification

Hello,
Is it possible to make a push-notification pop up on the APP icon, even when the APP is not open, like happens for emails and other chat apps? (see attached picture )

as written in the guide
“These alerts are delivered through email, mobile push notifications and the bell-shaped notification icon in the app” (see screenshot)

Unless I overlooked something, this bell-shaped notification icon is ONLY visible if I have the have the app open. It would be very useful to have it visible on the APP icon, ALSO when the app is NOT open.
