I would like to share a base with an external party. I would like that recipient to be able to filter and sort the views however I want to prevent them from making any changes to the records themselves. Is there a way to do this?

When you click on the share icon on the base it pulls up an option that allows you set access for sharing which includes a read only option. This is also available when you share with a link.
You may also want to read up about sharing bases https://www.airtable.com/guides/collaborate/share-the-right-data-with-anyone
All the best!

Thank you Brian but a read-only user is not able to filter or sort the views.

That's correct, sorry I misread your question.
I do know you can filter and sort when you share a view with someone but that obviously doesn't allow someone to toggle between preset views unless you send them links to multiple views.
