Upgrade A Base that isn't an Example Base

Hello,

I am having an issue trying to upgrade a free base that isn’t an “Example Base”, and everytime I do the Example Bases is Upgraded not the base that I want to upgrade. I have also tried to move the base I would like upgraded into the example base and can’t move it. Any suggestions?
