User is required to login when submitting a form- see who submitted to the form is Off - how to fix?

Hello,
I had a form which worked great.
Suddenly when I send the form to users, they are required to log in to respond.
The toggle "see who submitted a response to the form" is off.
I turned it on, and then off again, but it didn't help.
Any thoughts?
