Is there a way to have the conditional color setting to be applied to a collapsed group?
Actually, it is only applied when the group is fully expanded.
A workaround could be to copy reformated data to another table with a script automation. But it seems to be difficult.

You can group records by a color coded single select field in a view or by applying color coded fields. More information about condition record coloring can be found in this support article.
Can I ask a little bit more about your use case, what kind of view are you grouping in? Screenshots are always awesome too!
