For the Free version I only have 1 base for my social media calendar. Can i have 4 collaborators that can edit and comment without upgrading. This is the only thing I’m using Airtable for.

Yes, you can add collaborators who can edit and comment without upgrading. As long as you are willing to stick within the limitations of a free workspace (record limits, automation restrictions, no apps, etc.) there is no charge for adding collaborators with edit/comment permissions.

Does the collaborator need an Airtable account? Why is s/he asked to Sign In?
