I have a base with three tables, Clients, Cases, and Case Approval.
So far I have it set up so that as soon as a case in the "Cases" table has it's status changed to "Pending Approval" it will create a record in the "Case Approval" table.
At this point I was hoping I could send an automated email to the client with the Airtable Record URL so they could open it and approve or reject the design.
1. Is this the best way to automate approvals?
2. Is there a way to accomplish approvals without the client needing an Airtable account?

Hard to say, really. How do you define "best" here? Do you have any specific concerns about the workflow you've created?

Since the client needs to be able to view the data and approve/reject, maybe you could look into using something like Softr on top of Airtable?
