We have a large team and many tables. Each department has their own table "queue". Obviously someone minding the SMS queue does not want to see the paid social queue first and so on. Is there a way for users to change the tab order based on their personal preferences and not be forced to use the base default tab order of all the tables?

It is not possible for different users of the base to have a different order of tabs/tables. If one person changes the order of the tables, it changes the order for everyone.
I suggest that you build interfaces for your team members instead. You can create a different interfaces for different team members according to their needs.
