My company is compliant with certain certifications and requires our team to use other platforms for certain document storage. It would be phenomenal to add pinned links / notes to tables if someone so choose, then a person can more quickly get the intention behind a table, or quickly redirect to a link of their choice

You can already do that with both "base guides" and "table descriptions". You can also do that at the field level with "field descriptions", too.
