How to write a formula linking two or more records

I have a list of tasks that needs to be completed for a product launch, and some of the tasks are dependent on the prior tasks being completed before work on them can begin. I want to write a formula where the start date and end date for my specific tasks is dependent on the status of the prior task/row.
