Ruling to Move Individual Records

Good day Airtable Community,

I would like to ask for your assistance if there is a ruling that can be created to move records that do not have "Extracted for Ticketing" value all the way down?

You can sort your view by that field. The Sort button is just above the green rectangle in your screen shot.
