You can only limit the number of attachments when using a form to create a brand new record in Airtable.
If you want to limit the number of attachments when UPDATING a record that already exists in Airtable, this can only be done with Fillout, which is 100% free and allows you to update Airtable records with a form.

You might want to suggest this as a feature request submitting this form, to make sure that this can be set from the data layer as well just as we can limit the amount of linked records (one or multiple).
Only kind of related: In case you received multiple attachments and you need to have an automation to do something with the last one -or each of one with a few tweaks) then I would suggest you take a look at this YouTube video I recorded.

You can’t enforce this if your users are keying in data directly into the base I’m afraid
If you’re on a Business plan you could try turning on ‘Versions’ for your attachment field as a workaround? You’ll end up with only one file in that field, and all the previous attachments will be old versions heh

I had the same issue and was wondering why Airtable didn’t have a built-in setting for this. Your explanation makes it clear now. Thanks for suggesting the Fillout option.
