I'm not sure I fully understand your question, but if you're simply looking to insert the missing records, and your table has two fields, one for the number and one for photos, then here are two easy options.
1. You can add new rows in Airtable and type in the missing numbers like 00015, 00016, 00017, etc. in your “Number” field. Leave the photo field empty for now.
2. If you want to do it faster, open Excel or Google Sheets and generate the numbers using this formula - =TEXT(ROW(A1)+14, "00000"). This starts at 00015. Drag it down until you reach 00200. Then copy these numbers and paste it in Airtable.

How are you showing the records on your website (which I understand you are doing).
If that is done by embedding an Airtable view, then you can just have the record without attachment on Airtable, but have the view that you are embedding to filter out any records where Attachment field is blank.

Hm, what issues did you face when adding new records to the table till you hit 00201?
I didn't have a error but wanted to leave rows empty until I go back and load missing records
