I have a target base in a Workspace that is synced to several other bases all in one separate workspace. If I move this target base into the same workspace as the others, will this cause any issues with syncing or interface design?

From my experience, moving bases between Workspaces does not seem to have any impact on the integrity or configuration of synced tables between bases.
The only behavior of note that has caught my eye is that if a base is moved into a Workspace that you (or other collaborators) do not have access to, the Sync Activity feature will not properly display the source of the synced data.
