I know I can provide attachments for download when creating a Form, but is there a way for the user to submit an attachment to me when filling out the form?

Actually, you’ve got that in reverse: the user can submit an attachment when filling out the form, but you can’t embed an attachment for downloading on the form. (Unless you give your users a URL to click on for downloading a file in the “help text” area above one of your form fields. You can also give them a URL in the post-submission message.)
