I see that there are limitations on Apps per base that depends on your plan.
This limitation applies to Custom Apps or only for Apps in the marketplace?
If there is another limit, what is it?

Just to clarify, there is no limit on the number of custom apps for which you are the author and have access to the source code.
It is possible to install an “unlisted custom app” from a third party where you do not have access to the source code. These apps are subject to the app limit.
