Are these text fields from a table in your base?  Or are they text elements you have added from within your Interface?  If they are the latter, you won't have a scroll bar.  You may want to try putting a table into your base named "notes" with as many note fields as you wish.  You can then bring these fields into your interface by using a Grid Element.  Grid elements will have scroll bars.
