It would be very helpful to have the ability to customize the Record view to move fields around, create fields next to each other and create sections. Drag and Drop would be ideal.

Take a look at the new Interface Designer.
It isn’t the same as being able to customize the existing expanded view, but it has all of the features you mentioned. You can also create a button field that will open the current record in an interface.
