The Team plan is $20 per seat/month billed annually. Does the "per seat" mean users? So if we have 10 editors, it'll be $200 per month? But the plan also says it includes unlimited editors. It's very confusing...

Yes, per 'seat' is a User. The Unlimited Editors you see is definitely confusing. All that means is that you're allowed to pay for as many Editors in your Workspace as you want. ha. They tried too hard with that line!
So on the Team plan, it will be $20/month/User (paid in full annually) or $24/month/user (paid monthly).

Yes it does. Each seat is billed per plan. So if you have 10 editors it will cost $200 per month.
However, with the new Team Plan, I think commentors (and read only) are considered unbillable collaborators. This is a new feature that was not available on the legacy Pro Plan. You can read a community post about it here. So in theory, you can have 10 commentors that will not be considered as a billable collaborator.
